it could mean they'd use the $28 million of excess balances in reserve accounts to set up HealthFund HRA (Health Reimbursement Arrangement) accounts for the union employees. My company did this when they changed our health ins deductible from $1,000 to $4,000. HealthFund HRA accounts were set up giving each employee $1,500 towards the $4,000 deductible. Then we were given the option of a Flexible Spending Account to cover the remaining $2,500.

Most of the already have HSAs. I have heard that they are going to dip into the Employee Trust to pay for the states portion of the insurance contribution and I don't think that seems appropriate, but I cannot find any verifiable facts on the matter.

I just find it very annoying that everyone has an opinion of this bill and yet no one can even tell us what parts of it mean. Kind of scary if you ask me.
