That's right.
Collocation refers to the probability that lexical items will co-occur. For example, we say "strong + coffee" and not "thick + coffee" or "powerful + coffee". Why? Just because these words co-occur in speech. I agree with McCarthy when he says collocations should not be regarded as cohesive devices as collocations do not hold the text together. In the author's example:
"HOW TO GET A CONTRACT
The normal route is to build up a following through live shows, send in tapes to record companied and then write until someone 'discovers' you. But there are other ways..."

The words route (first line) and ways (last line) establish a cohesive link, i.e., they tie the text together. WAYS is an exact repetition of the idea contained in ROUTE. This gives the reader a sense that the text is a unity, that it has TEXTURE. The examination of the ways lexical item make a text cohesive is an excellent way to make learners aware of synonymy, antonymy or hyponymy and enlarge their vocabulary.
