I think Eisenhower's most successful foreign policy was the decision to make S.A.C. and also using nuclear force as a threat. I think this was one of his most successful accomplishments because using nuclear bombs as a threat is a powerful ally to have on the political table. As soon as someone talks about using nuclear force, all eyes and all the attention is on that person and can definitely cause a die-hard enemy to think about surrender.
Eisenhower's decision of S.A.C is also linked to using nuclear weapons as a threat and peace-keeper. S.A.C. created thousands and thousands of nuclear weapons and many delivery systems for those weapons. Because of this, America stayed in a constant war-like situation to advance our military, thus making us the strongest military power today. But without S.A.C., Russia still would have made their nuclear weapons and wouldn't have had to worry about the U.S. retaliating to a nuclear attack since America would have had a significantly weaker military program.
