Those countries that exploit children and parents medically in the style of Canada and Australia, seem to be those semi-independent ones that are governed at the highest level through the British commonwealth. I have similar accounts from other countries and regions within that region. It looks like there is a coordinating body situated in Great Britain for these projects within that union. Interestingly the projects within GB itself are more like those in other countries of the western world, including USA.

Russia together with former member of the communist block also seem to have adopted a similar style.

The top worldwide coordination of the projects seem to be situated within the bureaucracy of the United Nations, or some of its sub-units like the World Health Organization or UNICEF.
