I would guess that they would have an OT just could not use the name Sampson Co. However, there was a Sampson Co. OT last year and NO Miss to go with her. Also, Wilmington did not send an OT to state last year. (NT) -- No name, 09:17:10 03/12/09 Thu

I think the state is being a lot more strict this year about the OTs though. That's why you're seeing late pageants for OTs that are separate from the Miss and why low numbers are being allowed. At least one group was allowed to have their OT pageant with only 3 contestants and several have only had only 4.
