There was a time when there were notices in the 'quiet carriages' in trains saying "NO MOBILE PHONES". So I could get up and harangue any self-important person who thought the rule didn't apply to him/her.

But now the notices just suggest using phones considerately. What does that mean? There is now nothing I can do.
