Idk if the school government funded or not. I think it may be considering it is a school primarily for students that have parents who are mainly drug and alcohol dependent. Another thing too, this is a method of getting these kids back their education and keeping them at school. Let's not forget also that a lot of them were either abused at home or kicked out of their home by their parent/s.
