As far as I know there aren't any additional risks with the anesthesia. There is always a risk with any breed, especially with the shorter nosed (brachy) breeds, but medicine has advanced and there should be no problem. I have not heard of any reactions or other problems with this breed. Recovery time should not be any longer than any other breed. I think the benefits of spaying outweigh the risks. Having a litter of puppies and the demand of raising them is very stressful and a million things can go wrong during delivery, (torn uterus, prolapse, eclampsia etc). It isn't any fun raising orphaned puppies either.
As far as jumping up, try using your knee to block them, or "tap" them on the end of the nose when she jumps up. Do not reward her by petting her when she is raised up. make her sit or stand before you pet her or give her a treat. Discipline is the key, just as with children they have to be taught manners, they are not born with them. They also have short memories, so reinforce often. It will also get easier as she gets older, and the spaying may also help to calm her a bit. If you are gone for extended periods of time you may need to let her run off some energy when you come home, before you spend playtime with her, I think this will allow her to focus and learn. hope this helps :o)
