My English secondary school in the 1980's had a strict no tops rule for all indoor PE classes for all ages aged 11 to 18. There were absolutely no exceptions no matter how fat or thin you were or how shy or confident. PE was barechested.
I had 3 PE lessons per week and while 2 of them were all boys, the third and final lesson was a mixed gender class with girls. This made being barechested even more of an issue, with a lot of truancy from some boys.
In the spring and until early autumn and if the temperature was above about 15c 59f we would often be made to go barechested during outdoor PE as well, while running or playing team games. In team games as all the boys had their tops off we would often have different colour shorts to mark the sides apart. General PE shorts were black for indoors, but in summer would be white or black.
Showers in a group open plan area were always compulsory at the end of every class, fully naked, with soap provided and made to be used properly.
The boys at my school got to see a lot of each other and had very few body secrets.
There were a few shy boys who regularly had to be coerced into getting their shirts off for PE, and showers too. I remember my PE teacher on day one at the age of 12 telling our class that there had never been a boy at the school who had been exempted from bare chested PE and showering naked so we'd better just accept it and do it without question. For boys like me with a body phobia of being bare chested or even fully naked it was a comment that gave me butterflies in my stomach. But in the end it was best just to get my head down and do it.
That was in the 80's. A majority of British schools even now still mandate that PE for boys is conducted barechested indoors, as well as barefoot too. My nephews go to a school which mandates a shorts only policy for most PE classes.
