Jason. I look after the interest of our UK Pulsar owners (we have 39 Pulsars here) and some International owners. Our UK authorities allow us to build/fly them without Serial/kit numbers. In the USA, Greg Smith is our main man, and I am sure they are also allowed to build/fly their Pulsars without these numbers.
Have a word with your Authorities and guide them to what we do.

Where in Canada are you?
