400 metres should be fine provided you have good approaches and you can use all the runway. I operate from 450 metres grass with a 582 with no problems. With a 914 it should be easy.

Stall speed should be around 38 knots depending on how straight it was built.

VNE, don't know, I guess it depends whether you have the heavier airframe like the Pulsar 3. If you are over 6 feet tall, try one for size before you commit your cash.
