HI Bob,

The access panel should be in line with the flap actuator rod and the flap torque tube. If you pop the wing off you should be able to identify the position of the flap bellcrank.

If you're not in a rush, hang on and I'll measure the position of mine. As I recall, I intentionally offset the access hole to gain better serviceability. If you position it right under the bellcrank there won't be enough room to get your hand inside should the need arise.

I'll post back here when I have measured mine.
