If they say hey can send you stuff, why do they need you password? If they say i have a haking program for you, they don't need your password!If they say change you email to bla@bla.com or something like that, don't send them your username or they will just send you password to themselfs. If you go to a link that isn't neopets.com on the adress bar, don't log on! Here are a list of neopets hacker sites-

There are probably more too. If there are anymore hacks or scams i'll post, but please keep safe.
