However, you say, "There's no way anyone would think he was a girl." Is he too big, with distinctly masculine features, or have you just not devoted the time to making him more feminine? A trip outside, in a safe environment, such as a large, sparsely used park or beach area in colder weather when others would unlikely be about, would increase your control and let Luke know you are not bluffing, which he will eventually figure out. Also, he will need to adapt his mannerisms (walking, sitting, general deportment) to that of a teenage girl thereby further softening the hard edges of his male personality. Just some thoughts.
