Tenants give landlords 'electric shock'

PETALING JAYA: It is a case of “electric shocks” of a different kind for houseowners.

They are residential landlords left to foot large amounts of power bills, amounting to tens of thousands of ringgit in some cases, not settled by tenants who have moved out.

The landlords are helpless as they are held responsible by Tenaga Nasional Bhd (TNB), and cannot re-connect supply for new tenants or sell their homes without paying the bills.

Many are blaming TNB for their predicament, saying the bills would not have surged to such high figures if the utility company had been strict and cut off supply to errant consumers at the early stages.

The largest unpaid power bill reported to the MCA Public Services and Complaints Department was RM47,483.93!

“And this case concerned a residential property. We have not even touched commercial premises yet,” said department head Datuk Michael Chong.

He said his officers had received 29 reports of such cases since 2008, with unpaid bills amounting to RM216,348.48.

“This is just the tip of the iceberg. Many cases could have gone unreported. I am just as curious to know why TNB allowed the power bills to reach such extravagant sums,” he told The Star.

Several online forums confirmed that the problem was widespread, with many residential property owners expressing frustration with their tenants’ unpaid electricity bills.

“It can be years that tenants did not pay, and it’s unusual that TNB did not cut off the power supply even though the outstanding amount hit four figures. Many (owners) just pay up and forget the whole issue,” commented a consumer who lives in USJ.

Businessman Stanley Sien, 50, said he had to deal with “a recalcitrant” tenant who did not pay rent for a house in Puchong for almost a year and accumulated utility bills totalling RM6,640.34. The power bill alone came up to RM5,774.38.

“What’s worse, the tenant was a TNB employee. When I asked a TNB customer service officer why they had allowed the outstanding amount to balloon, she said the employee could have reconnected the supply on his own.

“She said there was nothing TNB could do to help me,’’ he added, showing the bill that he finally had to settle with TNB.

“There was no progress despite me waiting for many months. I spent RM16,000 repairing the damaged house to rent it out again. I had to pay up in order to get TNB to reconnect the supply,’’ he added.

Lawyer C.V. Devan advised landlords to pursue legal action against defaulting tenants.

“Just sue them. The landlord will most definitely have a strong case because there is a tenancy agreement that the case can fall back on. For cases amounting to less than RM5,000, there is the Small Claims Court where one does not need to hire a lawyer,’’ he added.

SUBANG JAYA: To escape from being gang-raped, a house-to-house cleaning maid fractured her leg when she jumped from the first floor of a five-storey apartment unit yesterday afternoon.

It is learnt the Indonesian went there as she was hired by three Nigerians to clean up their apartment at Court 10 condominium in USJ 14.

When the trio tried to rape her, the maid had little choice but to jump off from the balcony of the first floor unit. Police have since arrested one of the suspects.

"We heard a loud scream and then saw a woman covered in blood lying on the ground looked like she had fractured her leg as she could not stand up properly," said V. Mano, 54, a resident there for the past decade.

Another resident then called the police and an ambulance arrived within minutes. The woman was sent to University Malaya Medical Centre for treatment.

Subang Jaya police chief ACP Zainal Rashid, when contacted, confirmed the incident and said 15 police officers from the Subang Jaya headquarters and USJ 8 station were despatched to the scene after receiving a call about 12.30pm.

"The apartment unit was locked and when there was no response to our knocking on the front door, we had to force open the door but no one was in.

"When we search the apartment block, we found one of the Nigerian suspects hiding on the fourth floor and arrested him."

Zainal said they are looking for the two other suspects and will record a statement from the maid when she is better. Several residents told The Malay Mail they did not feel safe due to the rising presence of foreigners there over the past three years.

"Many times, they would drink and party all night long. Their behaviour is hard to tolerate," said Mano.

"When they rent units here, there would be two or three of them sharing a unit but over time, there may be eight or nine of them."

Another resident, who preferred to be known only as John, said he had seen the foreign tenants bringing prostitutes to their apartments.

"They must be mindful that most residents here have children," he said.

Criminals getting bolder

To be robbed alone is a traumatic experience for any one..but when you are not only get robbed, you also get beaten and raped ........ and by several people. It is really makes you angry to know that as time go on , there are more and more vicious and unfeeling people cropping out there.

It is very obvious that it is just not safe anywhere anymore. A simple car ride, a leisurely motorcycle drive or even sitting innocently on the beach etc...is dangerous now cos we dont know who out there has a sick mind .

What makes me really angry is that many of these criminals dont have an inch of conscience when they commit these horrible crimes. As much as I do not believe in taking a life for a life, these are the times when we think that it would be a good idea to have the death penalty for all crimes or even have that hudud law where when you steal, you get your hand cut off....etc....Then only would these heartless people feel the true meaning of fear that they install in the people they commit their crimes on..

Just yesterday, my brother in law told me that several Indonesian men were seen lurking behind the row of houses. They behaved suspiciously but he did not want to seem over cautious to call the police. After all , it was unlikely that they were planning to rob someone etc as there were so many of them as well about 10 men.

But to his surprise.....these bunch of men actually broke into pairs and were going to try to break in several houses all at once by climbing on the balconies at the back of the houses.. My brother in law....... out of reflex.........shouted at them as he was watching them from a window that was facing the back row of those houses. Then another shout could be heard from a woman inside one of the houses ( probably becos the door to her balcony was closed and one of the men was making a sound .....trying to break the door) Than everything went mayhem cos several shouts were heard and then much to his amazement......these men did not run away as expected at all. In fact they were not the least bit afraid either.

Instead, they took their time to climb down, gather , and one of them even shouted some bad words at the lady for shouting at them when they saw that she was looking at them from her window. They then calmly walked away , laughing at their foiled attempt.

My fear now is that.....they may come back to hurt my brother in law or the lady that shouted at them. What kind of report can be made when there was no actual break in done? Where did these men come from? Why so many as well and worst of all........they intended to break in several houses all at one time and this in the middle of town itself!!!!

If we cant be safe in our own homes , then where are we safe then? There should be more patrol police around like in the old days. I hardly see any policemen walking around now unless it is an occasion or at the police station itself. The ones that do patrol are on motorbikes and they are on roads most of the times - not in alleyways or streets etc..

For all these criminals that robbed, raped and hurt people.....I dont like cursing anyone and believe that there is good in all of us however....but you deserve to truly suffer for all the pain that you have caused on your fellow beings..
