Back then an event like this wasn’t exactly routine but while it was a spectacle for the crowd it wasn’t something unheard of. Kids who were under 13 or had not puberty yet were almost unanimously spanked over the knee by hand on their bare bottom no matter who was present and people don’t believe it nowadays but until roughly the mid 80s there was a code that if a child misbehaved in public they got spanked in public, the same way they got spanked at home. You might say but it’s more humiliating getting spanked bare in public because people will see their nakedness. Some would have said too bad, some would have said good, the embarrassment is part of the punishment. If they didn’t want to get spanked bare bottom in public they should have behaved themselves. Spanking was still common in the home and at school. No one was bared at school. That would have been a huge scandal. And public nudity, unless it was a very young child, was prohibited by law, and would have been an outrage amongst the general population, the product of a puritan uptight culture that was only beginning to embrace the sexual revolution. As a youngster myself, I was already fascinated by spanking, and my antenna was always up for anything related to the subject. I fantasized about public spankings, and with lots of humiliation suffered, including nakedness. I would have been very excited to see what you describe, but it never happened anywhere I lived. I did not see written factual accounts of bare public spankings. Even in the movies, spankings were not on the bare because society deemed the public exposure of the buttocks to be unacceptable.
