Yes at a sears in a shopping mall. They had attempted shoplifting but were caught before even leaving the store. There was a bench in the store which was optimal for enforcing the spanking.

Someone could have reported it but you have to understand how it was back then. If you misbehaved in public you were within your right, it even was your duty to punish the misbehavior in public. Another thing was, until you reached a certain age a spanking was a bare bottom spanking. It wouldn’t have been designated ‘bare bottom’ like it is today and being out in public wouldn’t suddenly grant an 11 or 12 year old the privilege of protecting their modesty. They got spanked the way they would have at home and it was very effective. I wouldn’t say it was too elaborate, I’d call it creative but it was simple.

It was no secret that spanking the tweens would be way more embarrassing for them than the younger kids, and since they engineered the shoplifting “operation” it was made sure their embarrassment was maximized. The part I found a bit risky was forcing Carmen to take down her panties since at 12 she might have started growing pubic hair, but when she took them down it was revealed she was bereft of any sign of puberty so every kid spanked in that occasion was a “little kid” truly and physically and back then, nobody would have had a problem with how the punishment was handled because of that. It was a very different time. Nowadays you’d never get away with it.
