 I don't know when "back then" was, or where it was, but I grew up in the 60s in several areas of the USA. Spanking was still common in the home and at school. No one was bared at school. That would have been a huge scandal. And public nudity, unless it was a very young child, was prohibited by law, and would have been an outrage amongst the general population, the product of a puritan uptight culture that was only beginning to embrace the sexual revolution.

As a youngster myself, I was already fascinated by spanking, and my antenna was always up for anything related to the subject. I fantasized about public spankings, and with lots of humiliation suffered, including nakedness. I would have been very excited to see what you describe, but it never happened anywhere I lived. I did not see written factual accounts of bare public spankings. Even in the movies, spankings were not on the bare because society deemed the public exposure of the buttocks to be unacceptable.
