The simply reason is that they both were under punishment while the others were not. It is more than true that Tanya will have been very embarrassed by the fact of being naked in front of all the other dressed children but this is precisely the reason why nudity is considered a punishment. The reasoning behind all this is precisely the fact that if you'll misbehave you'll suffer the punishment to be seen nude by everyone so it will be better for you to not misbehave while wishing good fun to all the other children who enjoy your nakedness.
