The shortage has come about fro a number of reasons:
poor pay in comparison to other jobs;
increasing amounts of paper work;
bigger classes (though generally smaller than PNG - they now try and limit class sizes to under 30 for the youngest children and under 35 for older ones).
Increasing bad behaviour in classes;
Good schools are often in areas where it costs too much to live for teachers.
The main reason though I would say is that there is currently plenty of jobs to choose from - so people aren't choosing teaching for whatever reason!
Incidentally here kids don't generally get up and eat/ drink in the class - perhpas that teacher was in USA?
