I agree. Under normal circumstances (i.e no mental-health and/or under-development issues) parents should withdraw physical punishment at puberty.
The rules change at that point. Because that is when adulthood begins - except in the imaginations of abusive controlling pervs who think they can justify their position with demonstrably false pseudoscience about "brain development")
