After the age of 3 or 4 public changes get harder. I always try to find a private place. In the US more and more places have private family restrooms. If we can’t find a private place then yes I’ll do the change in the open.

One of the aspects of DD is embarrassment. If they put up a fuss then they are breaking the DD rules. I would either add more babying like a pacifier or baby food for lunch, or a spanking (maybe both).
