OK, damn it! I'll spell it out!

The big 10 are "The words of God."

The relevance of the petition is that they are "petitioning for redress of a grievance."

IOW, they're grievance is that "the words of God" are NOT currently on display due to a lack of "authorization" which is what their petition is seeking.

The reason they need to beg "permission" to display "the words of God" where they'd like to is because the "State" actually owns (controls) them buildings, not "the people."

IOW, try framing the arguments in terms that they already know, understand AND relate with. Makes it much harder for them to deny the obvious when they're stated in words they revere as "self-evident truths." Always look for ways to convict them using their own confessions, so to speak.
