Metro police should review their policies to ensure that officers treat "outsiders" - the disadvantaged or sick - with the same care and compassion as everyone else, an inquest has heard.
The force should also review its policies on insulting or profane language, especially in situations where the object of such language is unable to hear or understand it, police services board lawyer Raj Anand said yesterday at the Clayton Sibb inquest.
Anand was responding to a video presented earlier, showing Constable David Mudge talking to another officer at a police division and calling Sibb an "a--hole." Mudge would later testify that he wasn't sure if he was referring to Sibb or anyone else.
"If it's not true it was a loss of memory, then you have to question the purpose of the arrest," Anand said. "Was it for his (Sibb's) own protection, or was he arrested because he was an a--hole?
"There should be a need to treat members of the public as one would want a family member treated," Anand said in his closing submissions.
Sibb, 33, collapsed at the Tennessee bar on Queen St. W. in June, 1988.
A slow learner who needed a cane to walk, Sibb was wearing a Medic-Alert bracelet at the time.
Sibb's family alleges he was jailed overnight after his collapse and charged with being drunk in a public place when what he needed was to be in hospital for his medical problems, which included seizures.
They have alleged he was assaulted by Mudge that night. Sibb overdosed on medication the next day.
Lawyer Todd Archibald, representing the police, said they and emergency crews did not fail the Parkdale man.
"The system did not fail Mr. Sibb . . . He closed the door to further assistance. He stayed home for virtually the last seven months of his existence and basically had given up."
Coroner Richard Isaacs was expected to charge the jury today.
