Your flying boat would need to handle being beached like the old Landing-ships & Landing-craft, to load heavy vehicles on & off by a bow-ramp. It could pay its way the rest of the year, with removable passenger seating and/or hauling tourist-adapted amphibious trucks. I never heard of such a plane, so that would be new material. But, build it to handle LARC-V through LARC-XV vehicles and perhaps rebuild some resort areas with transit-lanes wide enough for LARC-XV (too wide for regular streets), and this could go somewhere.

The current catastrophe is already in need of an amphibious assault of assistance by the finest Gator-Navy in the world; wannabee-navies invited to watch and take notes because it's actually in their backyards; their neighbors in need. But then they need to step up to the plate once we show them how, because these are their neighbors (if not their citizens) and the odds are the victims of the next one will be, too.

I've heard all the song-&-dance about "why" flying boats are relics nobody wants. Come up with one that can deliver a water-purification plant to a few thousand thirsty survivors and I'll wager none of them will be denouncing your plane for being unable to land in Nebraska. There is no such thing as a universal tool that's right for every job. A few flying-boats would've been exactly right for getting aid to the Christmas-tsunami-survivors. Maybe we can have our S### together a little better next time TSHTF.
