Granted, more people suspected it already than suspected "Ambassador" Wilson was telling the truth at cocktail-parties about his "...wife-the-Secret-Agent," before he started pretending Bush outed her. But, suspected is one thing and a former U.S. President giving numbers is another. He was paying SOMEBODY back.

Carter was an officer in the Navy's Nuke-Submarine program, back when Rickover owned it. Carter made it as far as looey-Commander but never got his own boat. Still he can't say he didn't know better, even if he blames Israel for Rickover or something. He sure had the look of some old boy fixing somebody's wagon, and he knows better. How embarrassing!
