An aborigine gestated and raised in a community of humans of black, white, yellow or any other skin color, and her linguistic and other mental competence will be on average indistinguishable from that of natives.
But even if race were a significant statistical predictor of certain types of mental or physical competences, such a fact would have nothing to do with one race being more "evolved" than another, because evolution isn't teleological as a matter of "pure scientific fact": I have no more "highly evolved status" than the bacteria in my gut.
In short, "degrees" of evolution don't correspond to any placement on the phylogenetic tree. Whatever the dispute here, evolution's got nothing to do with it.
