A side note: There was an Asian Exclusion Law extant at the time in California, which limited immigration to a fixed (and very low) quota. This may be related to why the "legit" marriage took place in New Mexico.
Anyway, while this discussion on the history of California race law is interesting, just to stay focused: "our laws" almost certainly refers to something extralegal. From what Ketch is saying, it appears that it was something along the lines of an SRF policy.
Also, Ketch, I'm not sure it's quite fair to say that the documents show Chowdhury looked upon the movement as "more of a business rather than a spiritual venture." (Ironically, this is what Chowdhury accused Yoganda of in his lawsuit.) It's possible, of course; I just don't see any factual basis for that inference.
