Actually the post from Jade appeared twice on this board from different IP addresses. Both posts had a timestamp less than a minute apart, and one of the IP addresses seemed to originate in the USA, the other Denmark. This seems to suggest that the poster was using a proxy server or similar to disguise his or her identity.

The Filipino person is a lot less active nowadays. I suspect that he used to have unlimited access to the internet, perhaps from a university or similar, but now only has dial-up access from home. This type of access is still expensive in the Philippines, so he probably spends much less time online now.
