I'll start with Kiyoshi. He is the easier of the two to explain. He has carried an Eyer Stone within him. This has left a very powerful taint upon his soul, that is drawing darkness to him. This is how he acquired a Yularian Demon, and it is feeding off of the Etherial Magics that he can produce. The Demon will eventually try to kill him and take over. Yularian Demons, once in power, exist to destroy- but they are very easy to guide in their destruction so long as they get to do what they want to a given extent. Kiyoshi could, potentially, be taken to Yularia and sent into the world of the Eyer. If he were allowed to destroy the Gates, Verdandi would cease to have influence over the world for a long period of time, but the vast majority of the universe would die as well.
Now, Laguna. He said himself that he existed in the FIRST Ephsidel. This is true. He is an amazingly ancient individual. However, what he le out was that he was not BORN of Ephsidel. He out dates the actual people that lived there. He was actually created by the powers of Chaos and Dharma. He is directly linked to EVERY Realm, every form of magic, every ability, and every creature that exists in modern day. He is a representation of life its self. He is, however, linked to Dharma and Chaos- and not to the Eyer. This means that, excluding his free will, he is theirs to dictate. Being born of them both makes him pirfectly balanced, but it also puts him beneath the Powers- which were created to throw balance off.

They COULD kill him, but I'm sure that you know that he would be of no value then. Now that the Lunisolars are present, he is their only direct means of manipulating the world if it get too close to their percieved danger zone. This means that they can tweak his spiritual balance, and the entire universe will corespond in a major way. This, however, would cause all life forms and Laguna imense pain for the duration of thousands of years. Also, with him being off balance, that balance would be impossible to restore. The Powers know this. They often DO destroy powerful worlds or create others to throw the balance between Light and Dark, but they keep Laguna around as a Failsafe. They have more physical power than he does, but were he not paranoid, he would have more magic in his body than even the Eyerlings do. ALL life is linked to him, because he was the first sentient being ever, EVER, created.
