Chris, I'm not so sure Springer has the final word on settling or not. There is this whole great big entity which produces this show; and they know what happened to JJ. Springer undoubtedly has some say-so; but I'm guessing the final word comes from the lawyers and the producers. If they are smart - they'll settle.
