The voice hesitates for a moment, calculating as accurate a response as could be gathered concerning the queen of unpredictability, nature.
"The Tanari complex is not really in danger of flooding, but some of the smaller outposts are on low lying ground. The spaceport might also get some flooding, but the Infirmiry, Hall and Square have nothing to worry about.
From what I've heard the storm,depending upon it's course can last anywhere from a few days to weeks, with short periods of calm between blasts. And some of the tech crew is still rigging up how these tunnels are going to work, they are trying to use what we have available to build these things, so there is no saying how reliable they will be. But I'll contact you when they get close to putting them out.
There are a few guards with temporary shields, who are helping out a few people who were stranded when the storm hit and had to take unsuitable cover, but their systems only last a short while and are very dangerous should they fail."
The voice pauses for a moment, continuing, a bit dryly..
"But no one is willing to have you use one. Much too dangerous for a president, I'm...."

Raven's voice cuts off suddenly into silence, then returns abruptly after a short crackle.
"..Do you have any specific orders? I'll have to cut off in a few seconds, there's a guy I have to deal with here."
