its a practical impossibilty to single out certain individuals in a large crowd to make an arrest, its dangerous and stupid on the cops part, if they would try to do that they would more than likely meet more hostility than we care too, they are told to disperse if its getting out of hand, they are usually told more than once if they dont, then we have to resort to other means to restore order
