This really does have kind of an "XF" angle to it, because Skinner is a Vietnam vet and they did one episode which kind of centered around the Vietnam Veterans Memorial.
To answer your questions, to the best of my ability: People do leave stuff at the Memorial. Mostly it's letters and photographs more than valuable stuff. (Although I'm honestly not sure how much actual cash value Naval wings have. I would think their value would mostly be sentimental.) People from the Veterans Administration come through once a week or so and box it up and take it to a musuem or someplace. Whether any of it ever gets pinched, I really wouldn't know. The place is usually pretty crowded and well-patrolled.
Maybe somebody on this board who lives in the D.C. area or has more experience with this can elaborate more.
