I have to agree with you on these two. I didn't trust Fowly to begin with and when she was leading Mulder on like she was, I knew something was up. She and Krycek should be brother and sister as they both are sneaky. At least she "redeemed" herself at the end (her end) while Krycek had to try to do something decent as a ghost.

The funny thing was that Scully had fowly pegged and just stood back, ready to rescue her man WHEN he needed it!
