They were born on the same day and due to the alignment of the planets, they are able to cause witchcraft-like stuff to happen. Later they turn on each other over a boy and all hell breaks loose in the police station until midnight hits and their powers disappear. This alignment had everyone in the town on edge and acting hostile including M/S. Also, the female local cop got the hots for Mulder and a Keystone Cops movie was playing on all channels (I read they wanted it to be A Clockwork Orange but this was too expensive to use).

That killer tree ep was 5th season, this one was 3rd.
