that he just wanted the show to include a strong, independant female lead and we can give him credit for that. Scully certainly inspired a change and it's probably why there are characters like Sidney Bristow on Alias today. Of course then he loses points in the later seasons by turnng Scully into a helpless moron on several occasions. But yeah, the combination speaks to there being an attraction between the two characters but I think the fact that neither one of them had much of an outside life is more significant. What exactly was CC trying to do when he had Scully go on a date and then decide she preferred just working with Mulder? I guess it's plausible that they were presented as both workaholics and thought of nothing else but the reactions between them on certain occasions signified something more. If he truly wanted a platonic show between two cops he could have had Cagney and Lacey or something.

You're not fooling anyone CC! You wanted their to be sparks flying between them and you know it! If he didn't, when he first saw DD and GA read together he could have said, 'Whoa! You guys are too hot and you'll light up the screen. We can't have that!'
