Good observsation IG. True Mulder was one of them but the more he learned about what they were up to the more he felt like an outsider. I think even in the beginning when he joined the Bureau he may have felt different and not like he belonged--I wonder if he was a loner as a child? So even though he was a G Man he felt like he was isolated and looking at the government from the outside. I think that's a very common thing with people who finds themselves in the type of situaion he was in, kind of like whistle blowers in companies doing underhanded business.
