it's just that Skinner looks like he is trying to subdue an unruly child rather than an adult who is out of control. Mulder out of control-too funny. I don't know that I thought he was out of control (except when he was drugged) but he certainly would stay on the path of something until he got an answer he could accept. That was one of his more predictable and interesting characteristics.
