I actually began my x-phile life as a "finis shipper". I wanted M&S to get together but I felt, as you did, that it would be better to wait until the last few eps of the final/seventh season for them to become romantically involved. (This was when we were constantly being told that there would only be seven seasons of XF as a TV show. I never felt it would be a problem for them to have a somewhat different relationship in the movies than they'd had on the TV show, since the movies would be trying to attract people who weren't necessarily big-time fans of the TV show, as well as the long-time x-philes.)
I also wanted them to actually get married, not just consumate their relationship, because I thought this would be more in keeping with the values and desires Scully had expressed throughout the series. (i.e. her return to her Catholic faith, her desire -- mentioned in both "Home" and "Dreamland" -- to get married *and* have children, etc.)
I agree with you that what they finally gave us: information that Mulder and Scully had "done it" but with *nothing* actually shown. . .not even an "I love you, I love you, too"/big kiss/bedroom door closing/ type scene. . . was deeply unsatisfying to both noromos and shippers alike.
Yes, I'm glad they didn't push the sex angle too much in the first couple of seasons. But near the end of season three -- as you said, right about the time "Pusher" aired --would have been a good time to begin showing them slowly becoming romantically involved. I realize that everybody always claims having the leads "do it" is the kiss of death to a TV series (i.e. The "Moonlighting" curse) but I still believe that, done subtly and handled right, it wouldn't have detracted from the appeal of XF. In fact, I think simply having them become a couple, acknowleding that fact, then concentrating on other aspects of the show, would have actually made the MSR *less* of a focus in later seasons than it became with, as you say "all that teasing".
