Seems to me that CC did plan to have the show be about the paranormal as well from the beginning along with the alien story.
I'm sure they weren't planning to have every episode be alien related. They may have felt they would run out of stories too soon. Morgan and Wong wrere certainly two of the best writers in the early years. I wonder what their background was? What their earlier projects were may give a clue into what type of stories CC was looking to tell when he brought them on.
