I vaguely remember the show you're talking about. I think it might have been "Houston Knights", with a "K"; it didnt' last very long. For some reason, considering it is the fourth largest city in America, there have been very few TV show set in Houston. There was a medical show about a rancher/trauma surgeon that only lasted a season or two, and a soap opera back in the 80s, and I think that's about it.
Yes, Houston is in southeast Texas, very close to the Gulf of Mexico and not far from Louisiana.
