CC must have some say over the dates of transmission, but those powerful old Fox executives hold every card. Like, if they thought a certain ep would play well in a certain spot, because it will come up against a big TV event on another network, they would choose that ep. I think the mythology eps and 'story-going-forward-obviously' eps can't be played out of sequence, but 'Never Again' was borderline for being able to be shifted around, IMO. There are grounds, as we have established, to ask if Scully's mood was connected with her cancer. The subtleties shouldn't be lost, even if Mr Big (aka Rupert Murdoch) is ultimately at the helm!
