I can't really answer your question Detoured as I haven't seen all the eps enough times to say which was the steamiest and which was the suckiest. But I'll have a go.

um.....
steamiest would be Squeeze.
Suckiest would be Gargoyls. But i have a knack of thinking that Mulder and Scully are gelling in every ep. For me they just have to be together and that's enough. So my above choices are just off the top of my head and if I really researched it I'd come up with far better ones.
