I guess I'm one who took that scene very literally and didn't think M&S kissed. It was certainly very significant. A pass was thrown but not completed. Penalty the field! Maybe Scully explained about the bee to Sheila. It seemed like she had a bit of disappointmnt in her voice about the whole thing, like she was thinking."We were THAT close but no cigar" and perhaps thinking how different things might be now if they had finsihd wht they started.

I also think Scully is a vry private person and may not have told Shiela about any of that at all.
