You'd have to take Scully literally there. There wasn't a kiss. There was an interrupted-before-it-started *attempt* at a kiss, but how to explain that without getting into an extremely long explanation. I took it that Scully was answering some query from Sheila about how close they were. Myabe Scully said something like "Well, we're really close friends now and, yes, perhaps something more might happen between us one day. I don't know, there doesn't seem much sign of it yet. It's hard for us, being partners and going through a lot of life and death stuff; hard to switch the way we think about each other and deal with each other. Who knows. But, no, we're certainly not an item - We've never even kissed, actually...."
