I'm not sure I'd use the phrase "no better than any other agent". The point you're trying to make, I think, is that they're no worse (or no "spookier") than any other agents!!
I think this episode (along with a few others, like "Irressitble" and "The Pine Bluff Variant") shows that Mulder and Scully *COULD* have succeeded as "mainstream" F.B.I. agents, had they wished to do so. They work on the X-Files because these cases fit their talents and inclinations, not because it's the only type of work they're capable of doing.
