Yes, I wasn't aware of Hell Money being that bad. I think there are more boring eps. True, HM didn't have much with Mulder and Scully to talk about but it had its own quality. I remember there was one nice exchange between Mulder and Scully:
S: " Now we're chasing ghosts?"
M: "Who you gonna call?

Cute. There was also the clash of cultures as you say and their need to work with a Chinese detective. He had another agenda, too, which gave it an extra twist. But Unrequited wasn't any worse IMO.
