I don't think they were either. All I remember being said as that "Fowley was there when Mulder dicovered the X-FIles". One of the Gunmen said it I think.

What I'm thinking is that Mulder was such a rogue that FBI sort of gve up on him and relagated him to the basement. Up to tht point he had had a promising career as a profiler when he worked under his supervisor Reggie Perdue. Reggie even said that Mulder threw his career away with all that X-Files nonsense. So Mulder was stashed away in the basement and I think during that time he was partnerless. He was considerd such a nut that no self respecting agent would want top be with him!
Intersting that Scully had such high praise for him initially. Maybe that's why she was chosen. Perhaps they knew she admired him and thought they couold use that to her advantage.

The CSM crowd came up with the idea of finding someone they could use to act as a go between and get info regarding what Mulder was doing so they brought Scully in who appeared to be very "by the book" and willing to follow orders, thinking she would do as they said. She was never really considerd his partner. That's how Mulder and Scully looked at their teaming though.

Remember at that meeting when Scully ewas being questioned about Mulder they asked her about her loyalty to him and she says, "Of course, he's my partner." andf then one of the others(a role played by CC himself) says, "Your PARTNER? I thought you were broguht on to debunk Mulder's work?" It's almost ike they weren't really meant to be partners. It just turned out that way.
