I think he may have been the one who ordered the killings at the colony and knew that they had missed some of the people. I rather suspect he wanted to gain her confidence so that she would find these people for him so that the soldiers could finish their job. They had to have been keeping the place under surveillance as well so that when she showed up, he knew about it right away. He also knew of the tests which had been done on the women, and maybe thought if he told her how they were done, she and Mulder would quit looking for the aliens who were going to be coming for the syndicate and families and consider the alien abductions to be earthly--not extraterrestrial. Anybody else have any thoughts?
